for [[virginia-live-casino-and-hotel]]:

Panels exclusively serving loads in Food & Beverage (FB) areas,
which are broken out separately from the larger Casino area,
are located in the Casino area.

Discussing with [[joel-jansen]],
he told me to use my best judgement.
I told him that _my_ intuition,
trained from my time estimating for Ace,
is to break down by **scope**,
but that [[conest|ConEst]] usually breaks down by **location**.
He agreed that is the preference,
and since the previous estimator's breakdowns
did not include Building Areas for the FB zones anyway
I should put the panels in Casino.

It is worth noting that he was on his way out the door.
