EVM is frequently stated to be capable of "measuring project performance and progress in an objective manner",1 an analysis that is either optimistic or totally misleading, depending on the context.
EVM can be an objective measure of progress, but measuring performance, variance of actual cost/hours versus estimated, (obviously) requires an estimate, which is subject to bias and error.
