The purpose of conest must have been much easier to recognize when it was still post-award.

Now we're sort of under pdi-bid-estimating, but I don't think our stakeholders or their expectations have changed. We have to be pre-award not to help Bid (although that is a useful side effect) but so that the pdi-wbs is ready at award.
