they are said to be "selling" the scope of work.
What any salesperson _sells_
and what the customer _receives_
are potentially very different.
* customer interpretation of scope (most favorable to customer)
* contractor's intended meaning (most favorable to contractor)
* professional legal interpretation of scope (somewhere in between)
